80% aiyl aimak in Kyrgyzstan are unprofitable - the expert

«The main share of local budgets is grants from the republican budget. 371 aiyl aimaks from 459 are subsidized, unprofitable», - Dobretsova told.
In her opinion, «rigid centralization of the budget keeps local self-governments in the helpless and subordinated condition».
«LSG will exist at their own expense if the central authority gives the chance to them to realize their own potential which is available on places», - the expert considers.
According to her, LSG in position of beggars not only because their own profitable potential is insignificant, but also because «the considerable part of resources of the local budget goes on implementation of the state obligations which should be financed at the expense of the republican budget».
As Dobretsova reported, at present, there only two tax sources of replenishment of the budget in the local budget of municipalities - a ground tax and the property tax. And the share of the local budget in the consolidated budget of the country makes 14 %. Hence, that is only 14 % of resources of the state budget go on the solution of problems of water supply, infrastructure improvement, repair of roads, kindergartens in the cities and villages.
«In the draft of the budget for 2012 the principle of centralization of money is kept. The principle – the poorer the settlement, the less resources. The income tax arriving in the local budget of the cities of republican value makes 50 %, in the cities of district and regional value - 40 %, the share of aiyl aimaks makes only 10 %», - the expert emphasized.
The vice-chairman of committee on the constitutional legislation, state system, legality and local government, Kenzhebek Bokoev noted that in the draft of the budget for 2012 the income of local budgets will make 23 billion soms from which 9,9 billion are calculated on categorial grants, i.e. payments of salaries to the teachers, about 5 billion soms will make Bishkek budget, it is slightly more than 1 billion soms – OSH budget, and 7 billion soms on budgets of other cities, villages and aiyl aimaks.
Let's remind, the local budget of 2011 in KR made 14 billion soms.
