The citizens of Boroldoy give “All the best – to children”

An official event on the project completion “All the best for children" will be holding on 2nd of November 2017 in "Zhoodarbeshim" kindergarten of Boroldoy village. The project has helped the municipality to improve conditions for pre-school education, through the purchase of material and equipment for “Zhoodarbeshim” kindergarten. The project was implemented by LSG of Boroldoy aiyl aimak with the support of the project “Strengthening Voice and Accountability of Citizens’ Participation and Oversight of Budget Processes " (VAP), financed by the Government of Switzerland through the Swiss Agency for Development and Cooperation (SDC) and implemented by the Development policy institute.

 Over the past 20 years the lack of equipment and furniture in "Zhoodarbeshim" kindergarten was one of the actual problems of the village. The heating system could not warm up the premises of the kindergarten and it was required the purchase of additional electric heaters. The purchase of kitchen equipment was necessary in order to provide nutritious meals to the children at the kindergarten, old kitchen equipment had not been renewed since the collapse of the USSR and most of it was out of order. Additionally in order to use new educational methods for children of preschool age, it was required to equip the game rooms with modern equipment: books, toys, televisions and laptops.

The problem of poor equipment of the kindergarten has been revealed when LSG conducted a number of PRA (participatory rural appraisal) sessions, where rural problems were identified and reflected in the Joint Action Plan (JAP). Then, at the general gathering of residents for the selection of the priority project the majority supported the idea to seek for funding for kindergarten’s conditions improvement. The project "All the best for children” received the most votes and then passed the competitive selection within the Small grants program, VAP Project.

The total project cost amounted to 1 100 000 som, out of which 1  million KGS was allocated by the Small Grants Program and 100 000 KGS is allocated from the local budget. Purchase of goods in the process of implementation of the project was done in accordance with the requirements of the legislation of the Kyrgyz Republic. A staff member of aiyl okmotu was trained on public procurement processes organized by the VAP Project. As a result of procurements conducted by Boroldoy aiyl okmotu, three private entrepreneurs – Masalbekova D., Motoev A., Satybekov. A. – were selected to provide the goods. Bookshelves, children's tables and chairs, kitchen equipment, bedding, mattresses, office equipment and a TV were purchased under the project "All the best for children".
