Real participation of citizens in forming local budgets for 2015

Purposes:

• facilitate bigger compliance with the constitutional principle of citizen participation in the budget process (Article 52, p.3.Constitution of KR);
• promotion of experience and desire of LSG to pay more attention to the needs of the local people in the budget project design;
• promotion of experience and desire of LSG to design its budget more realistic; 
• assistance to increase the level of transparency and accountability of LSG bodies to the people;
• assistance to increase the number of Kyrgyz population who actually involved in the formation of local budgets.

Who can apply?

All LSGs of Jalal-Abad and Issyk-Kul regions who arrange the public budget hearings on the local budget project for 2015 in a period from June 1 up to July 31, 2014.

Criteries

Applications will be evaluated based on the quality of the content and the accompanying materials, as well as feedback from civic groups in each AO. The winners will be identified in accordance with criteries. 

Competition Commission

The winners will be identified by the Competition Commission consisting of:

1. VAP representative - 1 person
2. Development Policy Institute - 1 person
3. Munistry of Finance of KR - 1 person

Commission will evaluate provided materials and identify the winners within the month after deadline. 

Deadline

All the applications must be given by August 25, 2014, at Development Policy Institute office implementing the VAP: 44, Usenbaev Street, Bishkek.
