These data were obtained by the Development Policy Institute during the study of the political capacity of local self-government for National Human Development Report in Kyrgyzstan in 2011-2012.
According to the survey, citizens and representatives of local self-government differently evaluate the work of local authorities. In all areas, except for the Issyk-Kul, LSG employees are clearly overestimated themself, thinking that they are aware of local issues.
But if in Batken, Naryn and Chui oblasts disagreement with citizens’opinion is 10 percent, in Jalal-Abad – is up to 20, and in Osh - to nearly 50 percent. Here, 81 percent of responded LSG employees said that power at local level belongs to them, while only 43.1 percent of responded citizens supported this statement.
Issyk-Kul LSG employees 'underestimated' underestimated themself. Only 55 percent of them believe that they have full power, while 78.7 percent of responded citizens think otherwise.
