In Kyrgyzstan, more than 25 % of local budgets directs on performance of the functions delegated by the state

Coordinator of the project of the LSG Union KR, Gulnara Bekbasarova, stated that today on a round table «Capacity of MSU: law and reality».
According to her, from 17 functions 12 are carried out by bodies of LSG at own expense. «This adds additional expenses to local budget. Bodies of LSG spend almost all the budget for it performance, and do not carry out their work. Therefore in rural areas, seldom, repair roads,clean garbage», - explained Gulnara Bekbasarova.
She noted that the staffing schedule of LSG bodies allows approaching to this question flexibly. «For example, in Karakol, some vacancies are closed, so not to duplicate functions, therefore saving resources. Using the local budget, it is possible to create educational structures, having provided them with pedagogical employees and material base, instead of to spending money for other purposes», - told Gulnara Bekbasarova.
