The study assesses the processes taking place at the level of local communities in the Kyrgyz Republic, based on the citizens’ opinions obtained during sociological surveys, and other data that the Development Policy Institute has accumulated in the course of work with local communities and government bodies since 2007. Duration of observations makes it possible to assess the dynamics of changes in the citizens’ attitude towards local self-governments (hereinafter - LSG), their ability and willingness to take part in local development; the level of transparency, accountability and openness of LSG bodies, as well as the level of citizens’ trust and opinion on corruption in LSG. A separate section of the study is devoted to the impact assessment of the “Voice of Citizens and Accountability of Local Self-Government: Budget Process” project financed by the Government of Switzerland through the Swiss Agency for Development and Cooperation (SDC) and implemented by the Development Policy Institute (hereinafter - VAP Project).
Data for 2020 were obtained during a sociological survey conducted by Erfolg Consult LLC at VAP’s order. Analysis of the survey results carried out jointly by Erfolg Consult LLC and the Development Policy Institute (hereinafter - DPI) included data of the surveys conducted in previous years in the framework of various projects.
Publication is intended for both local and national decision-makers, researchers, representatives of NGOs, government agencies, development partners, and the media.
Full electronic version of the study, as well as brief versions of the study in Russian, Kyrgyz and English, are published on the websites www.vap.kg and www.dpi.kg.
Given that the text of the study was prepared in Russian, in case of discrepancies between the Russian text and the texts in Kyrgyz and English, the text in Russian is considered correct.
